Perhaps a feature limited to Administrators to control in the same way that the Unlock / Edit Fixed Fields attributes are?    Report

Also if you make 'Edit Fixed Fields' allow editing of ones own comments, not others? I guess you can even break this up into multiple checkboxes e.g. Edit Titles, Descriptions and Comments?    Report
